Samuel Young, MD, MBA, FACS, CPE, CHCQM, CRC, is a Clinical Transformation Physician Consultant for 3M Health Information Systems. He provides strategic direction to healthcare providers and systems in performance optimization and process improvement to deliver transformative care with maximal value creation.

Prior to his arrival at 3M, Dr. Young was Senior Medical Director of Medicare for Florida Blue in Jacksonville, Florida. In this position, Dr. Young was clinical lead for Florida Blue’s Government Programs where he was responsible for the growth and performance of the value-based provider network assiting physicians and health systems in the implementation of risk-based arrangements and the transition away from fee-for-service medicine. Additionally, he oversaw the Dual Eligible Special Needs and Chronic Condition Special Needs care management teams, as well as, other Florida Blue Government Programs population health management endeavors.
